Women travelling across Tamil Nadu will soon have access to free journeys on a much wider range of government buses. The state is preparing to roll out the expanded Vetri Payanam scheme from October 2, 2026, bringing Express, Limited Stop Service (LSS), Deluxe and several other bus categories within the free-travel network.
Tamil Nadu Chief Minister C. Joseph Vijay recently reviewed the final preparations for the statewide rollout. The expanded programme is expected to benefit approximately 84.32 lakh women every day, significantly widening the reach of the existing fare-free bus facility.
The scheme is intended to reduce transportation expenses while improving women's access to workplaces, educational institutions, hospitals and other essential services.
Free Travel to Expand Beyond Ordinary City Buses
Until now, women have been able to travel without paying fares on eligible ordinary city buses operated by the state's seven transport undertakings. The existing arrangement also covers ordinary buses operating on specified ghat routes up to 40 kilometres.
From October 2, the scope will become substantially wider.
Under Vetri Payanam, free travel will be extended to government-operated Express, LSS and Deluxe buses running within corporation and municipal areas.
The expanded scheme will additionally cover Mofussil Ordinary buses as well as Ghat Ordinary services operating on routes exceeding 40 kilometres.
The change means women who depend on bus services outside conventional city routes will have access to a broader network without having to pay the applicable fare on designated services.
12,692 Government Buses to Be Covered
The scale of the expanded programme is significant.
Tamil Nadu's seven state transport undertakings operate 18,413 scheduled buses, according to the latest official figures cited in reports. Of these, 12,692 buses will be included under Vetri Payanam.
That means approximately 69% of the scheduled fleet will come within the scheme.
The covered buses are expected to operate 1,65,312 single trips. Tamil Nadu has a total of 1,94,649 scheduled single trips, meaning the free-travel network will account for around 85% of scheduled bus operations.
These figures demonstrate that the expansion goes considerably beyond simply adding a few Express or Deluxe routes to the existing programme.
Around 84.32 Lakh Women Could Benefit Every Day
The Tamil Nadu government estimates that approximately 84.32 lakh women could use the expanded free-travel facility every day.
The scheme has been positioned as a way to improve mobility and reduce the financial burden associated with regular travel.
Transport expenses can become particularly significant for women who commute daily for employment or education. Students travelling to colleges located farther from their homes could also benefit from the wider network.
Access to hospitals and other essential services is another area the government has highlighted while explaining the objectives of the programme.
Which Bus Services Will Offer Free Travel?
From October 2, the expanded scheme is set to cover several categories of government-operated buses.
Women will be able to use designated Express, LSS and Deluxe services operating in metropolitan, corporation and municipal areas without paying the normal fare.
Mofussil Ordinary buses are also being brought under the expanded network, improving connectivity beyond major urban centres.
Another significant change involves hill routes. The existing arrangement covers eligible ordinary ghat bus journeys up to 40 kilometres. Under the expanded system, Ghat Ordinary buses operating beyond 40 kilometres will also be included.
Passengers should still identify whether the particular bus service they are boarding falls under the designated Vetri Payanam network rather than assuming every category of bus operated in the state is covered.
Electronic Ticketing System Is Ready
Tamil Nadu is also completing the technical preparations required to operate the expanded programme.
Integration of Electronic Ticketing Machines (ETMs) across the 12,692 designated buses has already been completed, according to the latest update.
Officials have been instructed to complete testing and verification of the system by September 25, 2026.
A statewide trial run is then scheduled for September 27.
This provides several days for authorities to identify and address potential operational or technical problems before the official launch on October 2.
Scheme Was Announced in August
The expanded Vetri Payanam programme was announced by Chief Minister C. Joseph Vijay in the Tamil Nadu Legislative Assembly on August 24, 2026.
The government's stated objective is to ensure that transportation expenses do not prevent women from accessing employment, education, healthcare and other opportunities.
The October rollout therefore represents an expansion of an existing free-travel arrangement rather than the introduction of free bus travel for women in Tamil Nadu for the first time.
What Women Passengers Should Know Before October 2
The biggest change from October 2 is the substantial expansion in the types of government buses covered by Tamil Nadu's fare-free travel programme.
Eligible journeys will no longer be limited primarily to ordinary city and town services. Express, LSS and Deluxe buses operating within specified urban areas, along with Mofussil Ordinary and longer-distance Ghat Ordinary services, will also form part of the expanded network.
With 12,692 buses, more than 1.65 lakh scheduled single trips and an estimated 84.32 lakh women passengers benefiting each day, Vetri Payanam is set to considerably increase the reach of Tamil Nadu's free bus travel programme.
Passengers should nevertheless check the category of the bus and applicable route before travelling, as the expansion covers designated government services rather than automatically making every bus journey in Tamil Nadu free.
